Welcome to HP forums,
I have a few steps to help your cause:
Here's a video on how to disable the "turbo mode" that causes this issue: Click here
If you aren't able to disable it permanently, use the below steps:
If you are running Windows 10 it could be an admin rights problem.
Navigate to this folder:
C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static
Find CCC.exe, right click>properties>compatibility tab
Tick the 'run this program as an administrator' option and hit ok.
Do the same thing for MOM.exe
You may have to restart the PC for the changes to take effect, then try disabling overdrive, restart the game to see if it fixes it.
For more assistance, please check a similar HP Forums post (Resolved): Click here
Keep me posted, as I (Or a trusted colleague) shall follow-up on this case to ensure the concern has been addressed,
And your device is up and running again, only in case you don't get back to us, first!
That said, If the information I've provided was helpful, give us some reinforcement by clicking the solution and kudos buttons,
That'll help us, and others see that we've got the answers!
Good Luck.

Wanna say thank you!! A big love! I have been searching an entire week and Finally found your answer!
Now my games not only run smoothly but also the graphics card fans don't run at the highest speed and no more annoying lags exist.
Can't believe AMD has not made it's apps UAC friendly!
