Hi,
Try going to power options. Right click on the battery icon in the task bar at bottom right of desktop and click on power options.
In the Windows click on change plan settings.
Now make sure the adjust plan brightness is set to max for "On battery" and click on save changes
r
Hope it helps,
David

I am confused. Does the brightness change, or does it not change?
Most laptops, including yours, are designed and configured to use less wattage per hour, when not connected to AC power.
Decreasing the brightness is part of that "power-saving" configuration.
