It happens on Linux OS's too, but on Win10 I can play them at 720p 60fps rather smoothly. I've already utilized the diagnostic tools and they show no problems. Could the computer be not powerful enough? It's not an old product...
OS: Windows 10 Home 64 bit Versione: 19041.508
CPU: AMD A4-9125 RADEON R3, 4 COMPUTE CORES 2C+2G
RAM: 4GB

I run into the very same issue streaming videos -- and it's the Internet bandwidth issue, not the laptop.
IF I save a video locally, I then have no issue playing it, but for streaming, I have to cut back to 720p or lower to get smooth video without stuttering or lag.
And it's not just the Internet bandwidth alone -- as I have 1Gb bandwidth, it's also the streaming rate of the video service. With some, I can't even get 702p without issues.

If it's an internet bandwidth issue I should encounter it on every devices I own, right? Because it happens only on this laptop and only if using a web browser. If I use some media players like MPV I can watch any 60fps video perfectly.

You did not tell me any of that information -- so I have to make a guess as to what is the problem.
The resolution and video formats are what determine the playback rate, and 60fps is what you get -- not a specification of the video format.
When you are playing using MPV, is that video local or are you streaming it from the Internet?
