cannot connect laptop to OLED

I'm having quite a few issues with a laptop although I am being told the only way to sort them is by phoning which i don't have the time to put aside at the moment.

This laptop does not allow me to connect to my oled TV.

I have updated all the drivers. I use the usb-c to hdmi dongle that came with the laptop. The screen appears for 1 second and then the screen goes black.

I have tried different cables

i have tried connecting directly to the tv as well as through my av receiver. I also have tried to connect the laptop using my old av receiver. This did work  (without HDR) but my new 4k HDR capable receiver now creates the same issue.

this is such a basic task, amongst lots of other issues I am having with the laptop it is increasingly frustrating.
