Hi @ottokrouse,

Welcome to the HP Support Community!

Thanks for reaching out!

We're thrilled to have the opportunity to assist you and provide a solution.

I understand your laptop desktop icons blinking continuously in Windows. Let’s go through a few checks.

Continuous blinking or flickering of desktop icons on an HP Spectre x360 15-eb0043dx is typically caused by graphical driver conflicts, corrupted system files, or incompatible applications in Windows 10/11.

Here is a step-by-step troubleshooting guide based on common solutions for this issue:

1. Perform a "Clean Boot" and Check for App Conflicts

A background app might be causing Explorer to refresh constantly.

  • Press Windows key + R, type msconfig, and press Enter.
  • Go to the Services tab, check Hide all Microsoft services, and click Disable all.
  • Go to the Startup tab, click Open Task Manager, and disable all startup items.
  • Restart your computer. If the flickering stops, one of the disabled apps is the culprit.

2. Update/Reinstall Graphics Drivers (Crucial)

Outdated or corrupted Intel/NVIDIA graphics drivers are the most likely cause.

  • Method A (Recommended): Visit the HP Drivers website for your specific model (15-eb0043dx) and install the latest display/graphics drivers.
  • Method B (Alternative): Right-click the Start button, select Device Manager, expand Display adapters, right-click your driver (e.g., Intel Iris Xe or NVIDIA), select Uninstall device, and check the "Attempt to remove the driver" box. Restart your computer, and Windows will reinstall the driver.
  • Method C: If the issue persists, download the latest driver directly from Intel or NVIDIA's website.

3. Restart Windows Explorer

This can temporarily stop the flickering to allow for further troubleshooting.

  • Press Ctrl + Shift + Esc to open Task Manager.
  • Find Windows Explorer in the list of processes.
  • Right-click it and select Restart

4. Delete the Icon Cache

Corrupted icon cache files can cause desktop icons to blink.

  • Press Windows + R, type %userprofile%\AppData\Local, and press Enter.
  • Locate the IconCache.db file and delete it.
  • Restart your computer to force Windows to rebuild the cache.

5. Run System Scans (SFC & DISM)

  • Open Command Prompt as Administrator (Search for "cmd", right-click, "Run as Administrator").
  • Type sfc /scannow and press Enter.
  • After that, run DISM /Online /Cleanup-Image /RestoreHealth.

6. Adjust Display Settings

  • Right-click the desktop, choose Display Settings > Advanced display settings.
  • Ensure the refresh rate is set to the recommended value (e.g., 60Hz or higher).
  • Disable Transparency effects: Go to Settings > Personalization > Colors > Toggle off Transparency effects

7. Check for Recent Windows Updates

If the issue started after an update, it might be a bug. Go to Settings > Windows Update > Update history, and select Uninstall updates
