Let's try some alternate options and check:

 

Alternatively, you can also use shortcut key: Alt + H + L. When you click on the dropdown of conditional formatting, you shall receive various options. Select the first option 'Highlight Cells Rules' and the sub-option as 'Duplicate Values.

Many notebooks have an action key mode that enables the secondary action without pressing the Fn key first. 

 

Are you experiencing an issue with function keys?

I use an Advent wireless keyboard with my HP Pavilion and when entering information for example on a spreadsheet,  by pressing the F6 function button I can duplicate the information on the line above saving a considerable amount of time. However I can not find a button on the HP Pavilion keyboard which does the same thing. Can you help?
