HP All-in-One - 20-c023w (ENERGY STAR)

my computer just keeps restarting and a blue screen shows after a couple black screens with the hp logo and the loading logo says installing windows 46% do not turn off your computer and at the bottom it says your pc will keep restarting or something and i don’t know how to fix it

Hi @Amelia08,

Welcome to HP Support Community.

It looks like your HP All-in-One is stuck in a Windows installation or update loop. Here’s how to fix it:


Method 1: Let It Finish Installing

If the percentage is changing over time, it might just be a slow installation. Give it at least an hour to see if it progresses.

If it stays stuck at the same percentage for over an hour, move on to the next steps.


Method 2: Force Restart & Try Safe Mode

1️. Force Restart the PC

  • Press and hold the power button for 10 seconds until the computer turns off.
  • Turn it back on and see if it continues.

2️. Enter Safe Mode

  • Turn the PC off and on 3 times in a row (each time as soon as you see the HP logo).
  • On the fourth boot, it should enter Windows Recovery Mode.
  • Go to Advanced Options > Startup Settings > Restart > Safe Mode with Networking.

👉 If Safe Mode works, restart normally and check if Windows installs correctly.

Method 3: Use Automatic Repair

If Safe Mode doesn’t work, try Automatic Repair:

  1. Boot into Windows Recovery Mode (same as above).
  2. Select Advanced Options > Troubleshoot > Startup Repair.
  3. Follow the on-screen steps.

If Startup Repair fails, move to the next method.

If this doesn’t work, we have to try installing the windows using a USB, do try and keep me posted.
