my lap top monitor displays about 6inches from notification corner as a background and the rest normal,so if i ave browser etc open i can see everything clearly but 6inches from top to bottom is dull and other 12inches normal brightness

Sounds like you are describing two different issues.

 

If the display is off-center, you might be able to fix that in Display Settings.

 

But the problem with some of the screen being dim, and the rest bright, is a hardware issue and you can do nothing to fix that in settings.  You would have to get the screen replaced.

when start up it display properly up to the point where u need to enter password

OK, then it could be video drivers -- although I've never seen video drivers cause this issue.
