My "HP Truevision HP IR Camera" on the Envy Laptop - 17t has stopped working after Windows update. The two red lights by the camera stopped flashing when logging in with Windows "Hello".

Have you checked if there is any device with an yellow exclamation mark in the device manager?
Have you tried to uninstall and reinstall the webcam drivers?
In the meantime, I would suggest you follow the steps suggested in the support document for - HP PCs - Webcam Troubleshooting (Windows 10, 😎
There is no actual webcam driver it is a generic Windows driver.
Alternatively, I would suggest here is to update the Bios and Chipset drivers on your PC from our HP support website, using this link.
Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.
Refer this link to know how to use HP support assistant.
