@viki_117, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

Screen flickering that starts when you move the cursor and stops after a restart can be frustrating. Let's try a few steps to isolate and resolve the issue:

Update Graphics Drivers

Outdated or corrupted graphics drivers are a common cause of flickering.

  1. Press Windows + X and select Device Manager.
  2. Expand Display adapters.
  3. Right-click your graphics driver (e.g., Intel or NVIDIA) and select Update driver.
  4. Choose Search automatically for drivers.

Alternatively, visit the HP Support site and download the latest drivers for your HP Spectre model.

Check for Windows Updates

Sometimes, system updates include important fixes.

  • Go to Settings > Windows Update and click Check for updates.

Test in Safe Mode

Booting into Safe Mode can help determine if a third-party app is causing the issue.

  1. Press Windows + R, type msconfig, and press Enter.
  2. Under the Boot tab, check Safe boot, then restart.
  3. See if the flickering occurs when moving the cursor.

If it doesn’t flicker in Safe Mode, a background app or driver might be the cause.

Disable Hardware Acceleration (Optional)

Some apps like browsers or Office can cause flickering due to hardware acceleration.

  • In Chrome: Go to Settings > System, and turn off Use hardware acceleration when available.

Run HP Hardware Diagnostics

HP provides built-in diagnostics to check for hardware issues.

  1. Turn off the laptop.
  2. Turn it back on and immediately press Esc repeatedly, then F2.
  3. Run the System Test or Graphics Test.

I hope this helps.

Take care and have a good day.
