I am using an HP EliteBook x360 1030 G2 Base Model, and I am running Windows 10 Home Edition.
Until recently, I was able to use "fn"+f3/f4 hotkey combination to adjust the screen brightness manually. I cannot do that anymore, possibly because of some software update. (I can still use hotkeys to change system volume though)

Hi:
The only suggestion I can offer, would be to install the latest Hotkey driver that HP has on your notebook's support page.
