I am connecting a Lenovo Display Monitor to my HP Notebook PC, keyboard and mouse are getting detected and are functioning , but display is not detected , i get a message as i connect the cable "Display connection may be limited", laptop does not charge also.

It has ONE hopeless USB 3.2 Gen 1.0 Type-C 5 Gbps signaling rate (data transfer only; charging or external monitors not supported) port which is NOT compatible with any USB-C dock.
You can NOT use it USB-C port to charge your machine NOR connect to an external display with or w/o a dock. If you wish to connect to 2 external display you can use
M1: Direct HDMI cable
M2: Using a DisplayLink Certified USB-A to HDMI adapter for example
DisplayLink Certified - 1080p (1920x1200) - USB Type-A to HDMI Display Adapter
