Thank you for posting your query on HP Community,
Have you checked in the BIOS screen if the ghost circles appear or not. The following steps will help to check in the BIOS:
- Shutdown the PC.
- Power on the PC and immediately hi the f10 key repeatedly (7-8 times). This should bring up the BIOS.
- Let the PC remain powered on the BIOS for sometime and check if the ghost circles appear.
If the issue persists on the BIOS page it is a hardware issue.
If the issue does not persist on the BIOS page try updating the graphics, chipset and BIOS on the PC to the latest version.
Uninstall the graphics driver from device manager and install the latest version of BIOS,chipset and graphics drivers on the PC using the HP support assistant.

I'm still having the same problem. Only the extra cursor is all over the place controlling my computer.
I'm also having trouble finding and uninstalling the graphics driver and installing the latest version of BIOS, chipset & graphics drivers. Is there a tutorial on exactly how I can do this. Thanks for all you help. These ghost circles & extra cursor are driving me CRAZY!!! and making it impossible for me to use my laptop.

Just wanted to check what happens when you boot the computer into the Bios. Do you still have this issue.
If so, then it's a possible hardware failure.
If the issue does not happen on the Bios then it's most likely a software related issue.
I would suggest you try to perform a system reset on your PC.
You may follow the steps suggested in this support document for - HP PCs - Resetting Your Computer (Windows 10)
For some reason, if this does not help then I would suggest you could try to use HP Cloud Recovery Tool which allows you to download recovery software to a USB drive.
If this option does not work then you can follow this link: HP PCs - Obtaining PC Recovery USB Drives or Discs Or else you may contact our HP support team to help you order a set of recovery media for your PC.
HP support team can be reached on this link.
Let me know if you need any further assistance. I'll be more than happy to help you.
