You need this W10 driver for the Ralink Bluetooth adapter:

 

MediaTek (Ralink) Bluetooth Software Driver

 

https://ftp.hp.com/pub/softpaq/sp71501-72000/sp71572.exe

 

You will probably find that the Ralink Bluetooth adapter will not work on W10.
