You're very welcome.
If have installed the W10 Ralink bluetooth driver from your notebook's support page, unfortunately there is nothing else you can do.
As I wrote earlier, that model wifi card barely worked as it was with the original release of W10 in July of 2015.
Now it is almost 4 years later, new W10 builds have been released, and some older hardware quits working when the hardware manufacturers do not continue to release updated drivers to support the new W10 releases.
The Ralink card is one of those devices. I'm very suprised the wifi part is still working. Usually that disappears just like your bluetooth radio did.
So...your option would be to replace the card with the Intel 7260 card I posted earlier, or purchase an external usb bluetooth adapter.

Hi:
There is no bluetooth device listed in the device manager screenshot.
The parts list for your notebook indicates that it came with a Ralink combination wifi/bluetooth adapter.
That card has issues with W10.
In your screenshot click on the view tab, select show hidden devices and see if your Realtek bluetooth adapter shows up as kind of light colored.
if it does, right click on it, select Uninstall. Check the uninstall driver box, restart the PC and see if it shows up working.
If not, I suggest you replace the Ralink wifi card, with the Intel dual band AC wifi card.
Intel Dual Band Wireless-AC 7260 802.11 ac 2x2 WiFi + BT 4.0 HP Part #710661-001
That model should be easily available on Amazon or eBay. Shouldn't cost more than $20 - $25.
Do your search by the HP part number, not the model of the wireless card.
Here is the link to the service manual for your notebook...the wifi card R & R procedure can be found in chapter 6.
