HP Laptop PC 15-dw3000 (1A3Y0AV)

For some wild reason, when transferring video files from my Samsung S10 to HP Laptop PC 15-dw3000 (1A3Y0AV), saves transfers (video and photos) to C:\Users\[user]\AppData\Local\Temp\[folder name]

How do I change this?

And PLEASE don't tell me to select a new location from the download progress screen, there is no such selection.

Edit: Also, it has failed to transfer the 1.20 GB file listed in the first photo repeatedly since last night. I've done the windows hardware repair thing a few times. Each time it said it fixed something, yet the results never change. I also did the elective Intel update via Microsoft Windows Updater (with reboot) and it still fails, without an option of where to save.

It will transfer to a default location. You can change location of your default location using  option Settings
