Hi – if I try to add my HTC One M8 phone, the laptop finds it – eventually – but won’t pair with it (the dots just keep scrolling left to right. If I try to initiate the pairing from the phone, nothing happens at all.
The phone will pair easily with car stereos, other devices etc. Picture of my Envy’s Device Manager attached.
Is there obviously anything amiss? Windows 10 64-bit.

No, there is nothing amiss -- just that Win10 has a really bad rep dealing with Bluetooth issues. I tried pairing a headset with my Win10 PC a while back and ended up giving up, despite trying two different headsets that had no problems pairing with any cell phones.
But ... you may be in luck!
Just recently, MS came out with a Windows Update for Win10 that fixes some of the Bluetooth issues. It is KB4089848 -- and you can download the update file needed from this thread on the community Win10 forums: https://www.tenforums.com/windows-10-news/106557-cumulative-update-kb4089848-windows-10-v1709-build-...
I've already downloaded this and run it on all my PCs, so I can confirm these are good downloads.

Also the driver may play a part..the age is starting to show. I don't know if sp71572 is the latest available, but try that if you haven't already. There is another ongoing thread as well:

Sigh... sadly the big update didn't make any difference. {Rant Warning} W10 is SUCH a load of !!@*%!
I find it so bad that I spent several days installing W7 on a spare disk in this machine, but gave up in the end because of driver issues, eg for the touchpad. So I can't get W7 OR W10 to work properly.
And I'm too old to learn Linux

Did you check that you have the latest driver..and it sometimes weirdly helps to make the pc temporarily searchable as well- I put some instructions in the other thread but have not heard back yet if it helped any.

Umm... getting really tired here, and having a total mental block about how to know if it's the latest version (apart from asking it to update, form Device Manager?)
The laptop is set as "Discoverable", if that's what you mean... the laptop can see the phone, but can't connect (doesn't send a PIN etc); the phone can't see the laptop at all.

Yes, you can check from Device Manager by right clicking on the adapter and selecting Properties -> Driver.
The version in the sp that I linked is 11.0.761.0
And you can see how to make the laptop searchable by reading the message 9 in the other thread I linked to (in message 3 in this thread).
You don't need to search from the other device but somehow it has sometimes helped if the PC is searchable as well..some bug somewhere.

OK… I must have been shockingly tired last night to forget how to find a driver version – it’s like forgetting how to drink a cup of coffee 😞
Thing is, I’m not sure I have the correct Bluetooth devices in my Device Manager list at all? If I look at the first one, Mediatek BT Adapter, the driver version is 2.3.1.0, which seems completely different from the one you’ve suggested??
I looked at this problem months ago, and downloaded some drivers, but it all ended in tears when I lost my Wi-Fi etc, so I had to do a lot of rolling back. Then some guy pretending to be from HP got on my machine, and I nearly let him take control before I realised he was about to do things which HP wouldn't ever do, so I cut my internet connection rapidly… so I can’t remember what happened after that. Bit tired then too...
Anyway, I’ll try installing that SP now, and report back.
Re. your other suggestion, I can’t “delete the Bluetooth device in question from the list” – my laptop has no devices shown.
But I think it’s set the way you suggest – please see pic below.

OK, have done all that, but all is sadly as before - except that my laptop, "Fred" now appears on my phone when I do a scan. However, it doesn't respond to a pairing request.
If I try to scan from the laptop, it sees the phone - eventually - but nothing happens when I try to pair with it, as before.
I'm still a little confused about driver versions etc - again, mine is 2.3.1.0, which is completely different fomr the one you mention?
