I recently got a new WiFi system. When I first got my printer, it was connected to my old WiFi. Now, I need it connected to the current system, but am unable to do it on my phone. The HP Smart app is telling me that the printer & app need to have the location turned on, but that is not an option I am seeing. I also have the option to connect it with an ethernet cable, but do not have one. I need to connected to my new WiFi in order to even have the option to print.

Welcome to HP Support Forum. Please use the following Guide:
https://support.hp.com/us-en/document/ish_1736500-1626554-16
Please also note: Your printer may only support 2.4GHz therefore you need to check and allow your router to broadcast both (dual) bands which are 2.4GHz and 5.0GHz.
Regards.
