Hi
The DNS (Domain Name Search) is a server that translates the word "google" into an address like 8.8.8.8; and so if you know the address you do not need DNS.
To get access to your printer is likely to be a port forwarding and/or firewall issue.
EG:
IP Address of Hp is 15.72.228.83 (Hewlett-Packard Company) IP Address of Hpinstantink is 52.35.246.106 ( Amazon.com)
It may be a setting in your router
If in doubt please ask.
