Even though my download speed is good, I’m getting very slow speeds when downloading a file from my browser. I’ve tried several browsers, and I’ve tried both ethernet and wireless connections. The result hasn’t changed. The speed increases when I start in Safe Mode. When I shut down the services and restart the computer, the result doesn’t change. I’ve tried many solutions, but none of them worked. I don’t experience this issue on another device. Therefore, I think the problem stems from my HP laptop. I’d like to try the solutions you suggest and don’t want to reset (format) my laptop.  By the way, I’ve tried downloading different files, and the result didn’t change.
