Whenever I try to download files, the file will download about 2-5 MB then completely stop. There will be short bursts of downloads, but typically just stops. I can download from HP softpaq at decent speeds, but for some reason when I try downloading new browers, new applications, anything, the download just stops.
I've updated everything and disabled all firewalls/antivirus so I'm at a loss.

So here's everything I did, I disabled the firewall/antivirus, I tested the internet speed with another computer and got the close to the rated speed. With this computer I was getting 5% of the rated speed when tested. I used other browers and nothing seemed to work until...
I got an ethernet cable and connected to the internet that way. The internet test was successful and I downloaded another anti virus software. After the install, whatever the antivirus software changed fixed the problem, so I'm still not 100% sure of the setting, but the problem definitely fixed.

If it was a protocol issue, it would start much sooner.
So what else could it be..something the ISP is doing to limit the downloads or something on the client.
In the client it could be the browser or maybe the antivirus/antimalware behaving badly.
You could perhaps try another browser or disabling the antivirus temporarily. Trying another ISP is a bit more involved unless it is with wireless 4G/LTE
