I bought a used HP elitebook 2760p. Most apps won't start up, such as Internet Explorer, Microsoft Store, and the calculator. It won't connect to the internet, wifi or ethernet. In the device manager, Base System Device, PCI serial port, and 2 Unknown Device drivers are missing. I tried downloading drivers onto an SD card, putting them onto the laptop, and updating them, but it just says it "encountered a problem installing the drivers for the device."

Someone did a shoddy job updating that PC to W10...
Does the wifi and ethernet adapter show up under the Network Adapters device manager category?
They both should be Intel models on an EliteBook.
The Base system device needs this driver...

The PCI serial port needs the driver that I zipped up and attached below.
You will have to manually install the driver as follows...download and unzip the file to its folder.
Do not do anything with the files in the folder.
Go to the device manager, click on the PCI serial port needing the driver.
Click on the driver tab. Click on Update driver.
Select the 'Browse my computer for driver software option' and browse to the driver folder you unzipped.
Make sure the Include Subfolders box is checked, and the driver should install.
One of the unknown devices most likely needs this driver...

If you post the hardware ID for the other unknown device after you install the above driver for one of them, I will post the link to the driver you need for that one too.

I followed the instructions on how to install the PCI serial port driver, and got the message, "Windows encountered a problem installing the drivers for your device ... Windows found drivers for your device but encountered an error while attempting to install them. ... Intel(R) Active Management Technology - SOL ... The data is invalid.

I'm surprised that neither of those drivers worked.
For the base system device, see if manually installing the driver works...
Go to the device manager.
Click on the Base System Device needing the driver.
Click on the driver tab. Click on Update driver.
Select the Browse my computer for driver software option, and browse to the location where the driver file is located.
That will be in C:\SWSetup\sp64135.
Make sure the Include Subfolders box is checked and the driver should install.
Then restart the PC.
For the PCI serial port, try running the full driver package.
This is the problem though...the driver package has drivers for two devices, one which has been installed by W10.
I think when you run this package, you will get a message stating that the driver you are trying to install is older than the one installed, which is why I removed the driver for the serial port from the file and attached it.
It usually installs without issue.
So, I guess you can try proceeding with installing the older Intel Management Engine Interface driver, and hopefully, W10 should update it back again to the current version.

I don't know why those drivers aren't installing.
You are correct. Until you can connect to the internet, W10 won't update.
I think that whoever updated the PC to W10 had all the networking devices turned off via the HP connection manager software and the only way to turn them back on would be to either reinstall W7, install the connection manager and turn the devices on using the connection manager software.
The other method would be to make a bootable Ubuntu installer from the link below, boot from it, select the option to 'Try Ubuntu without installion,' and turn the wifi, Bluetooth and ethernet adapters on using Ubuntu.
Shut down the PC, remove the Ubuntu installer, turn it back on, and when you get into Windows the networking devices should be working.

"Failed to launch "Wi-Fi"
Failed to execute child process "gnome-control-center" (Input/output error)"
I used a 4gb stick and made a bootable ubuntu thing, Ubuntu started up, but givesmethis error message when I try and change the wifi settings.
