Not all EliteBook 2540p notebooks came with built in Bluetooth.
W10 should have automatically installed the Bluetooth driver.
Is there a Bluetooth device manager category showing up in the device manager?
If there isn't one, then one of two things are possible:
Your notebook is one of those that did not come with the HP Bluetooth module.
Your notebook's Bluetooth was turned off during the W10 upgrade from W7.
If it is the second possibility, go into the BIOS.
Find the Bluetooth adapter setting and if it is present and enabled, disable it and save the setting.
Then go back and enable the Bluetooth, save the setting, restart the PC and see if the Bluetooth shows up in the device manager.
