Product: HP Laptop PC 15-dw3000 (1A3Y0AV)

I started receiving this error message about 10 days ago. I turned on the vpn and I thought it solved the problem. But then it happened again, I am now unable to go to any website except **bleep** and Facebook. Every other website gives me the error. I uninstalled my antivirus and planned to reinstall it,  Now I can’t even do that. I reset the laptop to factory reset and that didn’t work either.
