My laptop has had issues with connecting to the WiFi before, but as of today, I can't even turn on the WiFi.

A look at the properties for the WiFi adapter card shows this message:

This device cannot start. (Code 10)
{Operation Failed}
The requested operation was unsuccessful.
 
Also, I tried running the network troubleshooter, and got this error:Annotation 2019-09-20 103316.png
 
I've also tried updating my driver, both with the automatic search and a driver downloaded from HP. Both were rejected, saying "this already has the latest drivers installed."
 
Any help would be greatly appreciated.

Hi:

 

See if this works...it would be the only suggestion I can offer.

 

Go to the device manager.  Right click on the Realtek RTL8723BE wifi adapter.

 

Select Uninstall and check the uninstall driver box.

 

Restart the PC and install this driver for it. 

 

This package contains the DCHU driver installation package for theRealtek RTL8188EE, RTL8723BE, RTL8723DE, RTL8821CE, RTL8822BE, andRTL8822CE wireless LAN Controller in the supported notebook and desktop models running a supported Windows 10 or Windows 10 Cloud operating system.

You will have to connect via ethernet or use another PC to download the driver, copy it to a usb flash drive and then run it on your PC that has the wireless issue.
