In Device Manager there are no errors indicated with the device or its drivers.

Wifi adapter - Ralink 802.11 b/g/n WiFi Adapter

With lots of research on net and forums i tried below options but still it did not fix issue.

Reinstalled OS

Reinstalled wifi driver

Updated wifi driver

Disabling the Power Off option for the adapters
Resetting the TCP/IP settings
Resetting the Winsock catalogue
Checked router settings and wifi works in other laptops
Checked with different wifi still same issue

Hi
First:- Turn off the computer, press and hold the PWR button for 4 seconds.

Then - Leave only keyboard and mouse connected, disconnect all externally connected
devices such as Docking Station, USB storage devices, displays, and printers.
Unplug the AC adapter from the computer.

Next - Press and Hold the Power button for 15 seconds to Hard Reset.
Rinse and Repeat

NOW begin checking/testing/proving the Hardware is fit for purpose.

Power on your PC, press ESC (repeatedly), then F2 at the prompt.
Choose System Tests (Fast Test does a 4 minute hardware check).

My IP addresses are given by the ISP modem/router, which is also the gateway to the internet.

So look to the config of the adapter.

HP Recommended

There is no scroll down. There are only 4 options.

Then your bespoke system doesn't have it.

Why you made a bespoke system with floating IP addresses only you know.

So is it system issue. Anyway to fix this?

All configuration and hardware is as provided by HP. I didn't make any hardware changes.

HP Recommended

Hi

"All configuration and hardware is as provided by HP."

It's hard to believe that your ISP is HP and they provided the Router/Modem or WWAN and SIM card.

So please list the equipment.  ISP and anything else you use to to access a network /  internet etc.
