I am running windows 10 and my phone is a Samsung 6. When attempting to pair my PC and mobile device. when instructed to enter code on the mobile device I enter the code and press pair. The message as follows is displayed: "The PC is not in pairing mode". How do I place the PC in a pairing mode? What do I need to do to my computer to get it into the pairing mode? I have followed the steps on how to pair HP Orbit but I still get the same message no matter which numbers I put into the phone.

Please check the version of HP Orbit installed on your PC. If you have version 3.3.131.253, uninstall that version in Control Panel,Programs and Features and install version 1.3.60.240 from the link below:
http://ftp.hp.com/pub/softpaq/sp79001-79500/sp79282.exe
Restart your laptop after installing new version.

I'll be glad to help you out, however, for an accurate solution I will need more details:
What is the product number of your device? Use this link to find it: http://support.hp.com/us-en/document/c03754824
(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
Did your computer come with the preinstalled version of HP Orbit software?
When was the last time it worked without these issues? or is this the first time you are attempting to use this app?
If you have installed the app on both your phone and your computer, try the below steps:
Step one: Start HP Orbit on the computer
Step two: Download and install the Android and iOS apps
Step 3: Pair your devices
Step 4: Transfer between devices
Step 5: Work with your transferred files

I have the appropriate version of Orbit installed on my PC as you suggested but my phone says it can not find a PC in pairing mode The version is 1.3.60.240 . I have a Samsung galaxy 7 phone with Orbit installed on it. I believe it is version 3.1
