Hi:
The SIM card doesn't work because your notebook is probably missing the optional and expensive WWAN adapter that is needed to connect to the cellular network.
All the SIM card does is authorize you to use your carrier's cellular network.
Every Probook 650 G1 has a SIM card slot. 90% of them don't have the WWAN option.
If your notebook has a WWAN adapter, it will be listed in the device manager under the Network Adapters device manager category.
These were the optional WWAN adapters offered in the Probook 650 G1's:
HP hs3110 HSPA+ Mobile Broadband Module
HP lt4111 LTE/EV-DO/HSPA+ Mobile Broadband Module
HP lt4112 LTE/HSPA+ Mobile Broadband Module
