Welcome to the HP Community --
SIM card by itself is not useful.
Your computer must also have the necessary and expensive Mobile Broadband module hardware.
Many computers have a SIM card slot.
The WWAN module is a purchase option - most computers do not come with the module.
Check the Device Manager to see if your computer has the module.
Sample
Control Panel > icon view > Device Manager
Tab View
Select View by action types
Check Show hidden devices
Select Drivers by type
Expand section Network Adapters
Find LT / LTE or even "WWAN" in list – Note that your module, if listed, might have a different name.
IF the WWAN module exists in the hardware, you can check for a driver...
Open
Enter the device type and model name of your HP product
Open Category Software & Drivers
If necessary, update the Operating System / version > Submit
Open all else open sub-category Driver-Network
Reminder: WLAN and WWAN drivers are not interchangeable.
