Thank you for posting your query, I will be glad to help you. 
The error code 00999C98 on an HP printer, particularly from the HP Inspire or similar models, usually indicates a firmware or hardware issue. Here are some troubleshooting steps you can try:

Power Cycle the Printer

  • Turn off the printer.
  • Unplug the power cable from the wall and the printer.
  • Wait for 2-5 minutes.
  • Plug it back in and turn it on.

Check for Firmware Updates

If the printer starts up, check for firmware updates:

  • Go to HP Support and enter your printer model.
  • Download and install any available firmware updates.

Perform a Semi-Full Reset

  • Turn off the printer.
  • Press and hold the power button + Wi-Fi button (or another combination depending on your model).
  • Wait for the reset menu and follow on-screen instructions.

Check for Hardware Issues

If the issue persists:

  • Open the printer and check for paper jams or obstructions.
  • Remove and reseat the ink cartridges
