I have a brand new HP i3-7100u laptop.  I purchased a Keepgo sim card for WIFI in a client's home without WIFI so I could enter data onsite.  I purchased an adaptor for the sim card as the laptop had no slot.  The laptop does not recognize the sim card when I insert it in the USB and I don't know what I have to do to use it and get WIFI outside the office

SIM card alone won't work, you need WWAN card first. Since laptop does NOT have SIM slot therefore no point to have WWAN slot.

You need a business laptop which has BOTH builtin WWAN card an SIM slot.

Option: contact mobile phone providers, they should be able to supply solution for you. When on the go, I normally use my phone as hot spot to connect to laptop. I used to use Mobile Broadband Modem (free) but I'm out of work now.
