I receive error code 0x800000b every time I try to link my phone and stream notebook

I just bought this notebook used,at a pawn shop, was told it was only used once and had been factory reset.. I can't get it to link up or do much, but my knowledge is kinda limited lol. When I try to link up my phone/ Google account it goes through all the parts of entering the info but when it tries to connect, the error code 0x800000b pops up and it goes back to the beginning, please help?

Are you getting this error only when you log in to google account or other Account aswell?
