Did you check your mobile hotspot discoverable so many phones have featured your hotspot would be hidden?
So check it once your mobile phone hotspot detecting on other devices or not
if yes then
manually add your wifi in your computer
check this link how to manually connect wifi

I hope that helps.
To thank me for my efforts to help you, please mark my post as an accepted solution so that it benefits several others.
Cheers.

Hello Vikaspassi
The mobile hot spot is detecting in my other laptop running windows 10 & even in other mobile phones.
The laptop with issue use to connect previously but after i boot it with OS due to slowdown issue, it is now not detecting any mobile phone hotspots (I tried 3 different mobile phones) but detecting wifi connections with modem.
It seams like driver issue but not sure about it.
As before i used to boot and download the drivers from HP and it use to work but now the HP driver provided seam the updated one which seams have issue.
Laptop model : HP Pavilion dv6t-1300 CTO Entertainment Notebook PC
OS : Windows 7 (32 bit)

Hello TitusEdgarwin
As I see that online there so many drivers available according to your laptop model no. so you can do delete all wireless driver in your laptop and try to update the latest driver. and I think your right there something wrong with your wireless LAN drivers
then after that, you may try these step
Go to Device manager --> network adapter-- then properties
you have to change this setting according
This new option - "Country Region (2.4GHz)" had a default value #0 (1 - 11). I changed it to #1 (1 - 13).
I hope it will work if you get still the same issue then let me know we definitely fix this.

Hello Vikaspassi
Thanks for the suggestions, but in the driver properties i could find only the location as United States, no other options are appearing as per your suggestion.
Also when i uninstall the driver it is automatically installing the driver from somewhere when i scan for hardware change
Please find the screen shot as below.
