Microsoft Windows 10 (64-bit)

when i search for the Bluetooth options the laptop displays the option to add devices but fails to successfully initiate an addition or even search. to put it simply, it does not show where to turn Bluetooth connectivity on and off.

Hi:

The reason why the Bluetooth isn't working on your PC,  is because your notebook did not come with built in Bluetooth networking.

Below is the link to the product specs for your notebook.

If it had built in Bluetooth networking, that feature would have been listed along with the 802.11b/g/n (1x1) wireless connectivity specification.
