Hi:
The product specs for your notebook indicate that it does not come with built in bluetooth networking.
https://support.hp.com/us-en/document/c04936059
That is why you don't see a bluetooth device manager category.
The easiest thing to do to add bluetooth to your notebook, would be to purchase a USB bluetooth adapter.
I use this one for example...
https://www.amazon.com/Kinivo-USB-Bluetooth-4-0-Compatible/dp/B007Q45EF4
Your other option would be to replace the internal Realtek RTL8188EE non-bluetooth card with the RTL8723BE combination wifi/bluetooth card...
Realtek RTL8723BE 802.11bgn 1×1 + BT 4 LE Combo Adapter HP part # 753077-001
You can find plenty of those for sale on eBay. Search by the HP part number, not the model of the wifi card.
https://www.ebay.com/sch/i.html?_from=R40&_nkw=753077-001&_sacat=0&_sop=15
Below is the link to the service manual, where you can find the wifi card removal and replacement procedure...
