I could not connect Bluetooth from my laptop to any other devices ,also in troubleshoot I find my PCI device driver to be missing

For the PCI\VEN_10EC&DEV_5229, device, download, unzip and run the setup application from the 1st file listed at the link below.
I can't help you with the Bluetooth unless you post the full model number or product number of your notebook, and also what model wifi adapter it comes with.
Bluetooth is a shared function of the wifi adapter and needs the specific Bluetooth driver for the model wifi adapter.
Be alert for scammers posting fake support phone numbers and/or email addresses on the community.
