Based on the specifications I found, the HP Envy x360 14-inch 2-in-1 Laptop PC 14-fc0000 does include a True Vision 5MP IR camera, but there’s no mention of a built-in camera ring light. 

 

If you're looking for enhanced lighting, you might need an external ring light or adjust brightness settings in your video apps.
