Where can i download the latest RTL8822CE driver (Windows 10)?
Is there any recommendation if i want to upgrade my wifi card?

This is the latest driver HP has for the RTL8822CE Wi-Fi adapter:

 

2024.10.228.9    Dec 07, 2023

Chapter 3 of the service manual does not list the part number of the Intel AX200 Wi-Fi adapter used in your notebook, but you must buy this part number only since your notebook has an AMD processor.

Intel Wi-Fi 6 AX200 ax 2×2 + Bluetooth 5.0 MU-MIMO M.2 2230 non-vPro   HP part # L35282-005.

You can upgrade to  Intel Wi-Fi 6 AX200 + Bluetooth® 5 (non-vPro) (802.11ax 2 × 2, MU-MIMO, supporting gigabit file transfer speeds).
