In case anyone has found himself/herself with the same issue as described in said discussion, maybe this can help instead.

HP EB 2760p "featured" an alternative way of use via an alternative OS. (I believe they called it WebOS, back in the day.) Anyway, one was able to boot into it, by holding the "Web button" (on the right side of the laptop/tablet - next to the headphones/mic jack).

If your machine is now running Linux (or possibly a newer - & not officially supported Windows version), trying to boot into this "WebOS", might trigger/enable your bluetooth (without a W7 & Connection Manager reinstall).

(It seems to have done the trick for me, even though booting into the aforementioned WebOS did not succeed itself, my Fedora install subsequently did recognize the Bluetooth device and it's working.)

This is an old series and wifi adapters on all of them do not have Bluetooth as shown on page 2 of the following manual

You are correct, and this is the method I now give to anyone in that situation without any need to install a different OS or go back to W7.

Download Ubuntu and make a bootable Ubuntu USB installer.

Get Ubuntu | Download | Ubuntu

Create a bootable USB stick with Rufus on Windows | Ubuntu

Boot from the Ubuntu installer and select the option to 'Try Ubuntu Without Installing.'

Turn on the Bluetooth in Ubuntu.

Exit out of Ubuntu, remove the installer, restart the PC and when you get into Windows, the BT option will be present.
