Possibly your Wi-Fi device is not waking up properly when the computer wakes up from sleep or hibernation
The Wi-Fi device has a Power Management feature as shown below. If you un-check the box "Allow the computer..." then the Wi-Fi device will be enabled during sleep and will not have to be woken up when the computer resumes from sleep.

The only suggestion I can offer would be to update the Wi-Fi driver to the latest version HP has for the RTL8821CE Wi-Fi adapter:

I have a two and a half year old HP 250 notebook and i had the same problems. I installed all the updates and it never got better. Last month I bought a TP-Link Archer T2U Nano USB WLAN stick for 10€. I have not been disconnected from the WLAN once since. The stick in Nano is so small, it fits under the power plug on the right side. I'm annoyed that I didn't do this much earlier.
