My HP laptop had no problem connecting to the 5Ghz band until a Windows Update updated the Realtek RTL8821CE wireless driver. After the update, the laptop would only connect to the much slower 2.4Ghz band. Only installing the Realtek 8821CE driver directly from Realtek allowed me to connect to the 5Ghz band again. Windows Update kept installing the new driver, and then I'd have to revert to the Realtek driver to get my 5Ghz connection back. I've now turned off device updates in Windows Update (using GPEDIT.MSC) to prevent this from happening again.

I post this here in case it helps anyone.
