When connected to WiFi , I noted that the Link Speed is at 144/144 Mbps when the network speed reported by the system is 766 Mbps. Is this normal? i have another computed and that link speed is matched with the network speed or near that speed value of the network.

The specs of your machine is

It has  Realtek RTL8821CE-M 802.11a/b/g/n/ac (1x1) Wi-Fi® and Bluetooth® 4.2 combo wifi adapter. Many users have slowness problem with the adapter . The series has few options but your machine only has one antenna, please try

          Intel Wireless AC-9461 802.11ac 1 × 1 Wi-Fi® + Bluetooth® 5.1 part # L25889-005
