Tried to scan from HP printer. Received a message that said I need a WIA driver. The driver was supposed to come with Windows 10. Do not have a Windows 10 install disk as the notebook already had Windows 10 installed. Microsoft says that you cannot download that driver. That you have to reinstall OS. Is there a way to get around this issue and get the WIA driver?

I understand that you're unable to scan from your HP printer. There is a message saying that WIA driver are required. I appreciate the steps you have performed and have certainly done a good job. I'll be glad to assist you further.
What is the exact printer model no? This link will help you to find the model no: http://hp.care/2bygf7l
Ideally, the WIA (Windows Image Acquisition) drivers are not required to be installed separately. The full-featured drivers/software should take care of the printing and scanning.
Please download and run the HP Print and Scan Doctor software. This is a free tool for Windows to help resolve issues with the printer drivers.
If the issue still persists then you may continue with the following steps:
Let us uninstall the drivers/software from the root level and then reinstall them. The following steps will help:
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
- You may download and install the drivers from this link: www.123.hp.com

Are you the administrator of the computer?
Meanwhile, type cmd in Windows search and right click on command prompt and select run as administrator.
Then type the command printui.exe /s
In case the problem persists then try to perform a normal uninstall from the drivers: http://hp.care/2nILWuM and then attempt to install the drivers form the link I provided earlier.
