I see that you're facing Wi-Fi connexion issues only at the time of restart. Do not worry we are here to help you fix the issue.
May I know from when are you facing this issue?
May I know if you have made any recent hardware or software related changes to your system?
May I know if you have updated all the drivers on your system if not here is a link please follow the steps and you will be able to update the drivers: https://support.hp.com/us-en/document/ish_2857204-2362249-16
