Sorry for bad english
Have HP 250 G3 with Windows 7 64 bit
WiFi driver from site HP does not want to install, F12 lighting always orange
With drivers from other sites driver installed, but F12 still always orange

As you can see from this discussion below, sometimes wifi cards work on one operating system, and not another.
This wifi card is original and standard in the HP 250 G6 and has W7 drivers, but the card refuses to work on W7, yet works on W10 just fine.

Its Broadcom and odds are you have already tried it:
Adapter could be bad and need to be replaced. Post back with any more questions.

Did you change the wifi adapter in your notebook?
No HP driver that I know of has support for that hardware ID subsys.
See if this one from a Lenovo notebook works...

Unfortunately, that I do not know.
The wifi should have worked automatically once the driver was installed.
Sometimes you have to press the F12 key to turn it on, but since you have already done that and the wifi didn't turn on, I have no idea why that is happening.
All I do know is that model wifi card was not original to your notebook according to the service manual at the link below (chapter 3, pages 17 & 18), and that may be why it doesn't work on W7.

I suggest you install a wifi card that is listed in the manual for your notebook for best results, and do your search by the HP part number.
You should easily be able to find any one of those wifi cards on eBay for very little money.
