I have an HP Laptop 15-dy5033dx

it was given to me through a school event
brand new laptop, just turned it on for the first time and when I go through the set up process I get to this screen and can’t by pass it

I know my WiFi is on because my phone is connected to it and so are all of my other devices. I turned my phones hotspot on and the computer didn’t pick that up.

not sure what to do to either get connected or by pass this screen to finish set up but any help would be greatly appreciated
