My Wifi is always off/delays/missing at startup and turns on automatically after 1-2 min. The WiFi icon shows no networks available when this is happening. I have a HP Victus, HP Envy x360 - both have the same issue. The WiFi adapters are MediaTek. Everything is updated and updates automatically. I know this problem has been plagueing HP/Windows/Mediatek for XX+ years. At- different times there were random edit registry solutions but I haven't found anything now. Is there a way to resolve this issue?

Please find the remaining steps below.
Step 5: Disable Any Conflicting Network Services
Open Services:
- Press Win + R, type services.msc, and press Enter.
Disable WiFi Sense and WiFi Direct Services:
- Look for any services like WiFi Direct Services, right-click, and set Startup type to Disabled.
Step 6: Use the HP Support Assistant
- Run HP Support Assistant:
- Open HP Support Assistant and run a diagnostic on your network adapters.
- It may apply specific HP fixes or settings adjustments for known issues.
Step 7: Check for BIOS Updates
- Update the BIOS:
- Outdated BIOS can sometimes cause hardware issues, including with WiFi. Check the HP Support website for any BIOS updates for your devices.

This issue with MediaTek WiFi adapters on HP devices is known and can be frustrating, as you noted. It's often due to compatibility or power management settings. Here are some steps you can take to try to resolve this issue:
Step 1: Update WiFi Drivers
Manually update drivers:
- Go to the HP Support website and search for your specific device models.
- Download and install the latest WiFi drivers for your HP Victus and HP Envy x360, even if Windows Update indicates that you’re up to date.
Check MediaTek's website for the latest drivers for your specific WiFi adapter model.
Step 2: Adjust Power Management Settings
Open Device Manager:
- Right-click on the Start button and select Device Manager.
Find the WiFi adapter:
- Expand Network adapters, right-click on your MediaTek WiFi adapter, and select Properties.
Adjust power settings:
- Go to the Power Management tab.
- Uncheck Allow the computer to turn off this device to save power.
Advanced power settings:
- Go to Control Panel > Power Options > Change plan settings > Change advanced power settings.
- Expand Wireless Adapter Settings > Power Saving Mode and set it to Maximum Performance.
Step 3: Disable Fast Startup
Fast Startup can cause delayed loading of drivers.
Open Control Panel:
- Go to Control Panel > Power Options > Choose what the power buttons do.
Change settings that are currently unavailable:
- Click on Change settings that are currently unavailable.
Disable Fast Startup:
- Uncheck Turn on fast startup (recommended), then click Save changes.
Step 4: Edit Registry for Network Initialization Delay (Optional)
Adjusting the registry to address delayed network initialization can sometimes help.
Open the Registry Editor:
- Press Win + R, type regedit, and press Enter.
Navigate to:
- HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NlaSvc\Parameters\Internet
Create a new DWORD value:
- Right-click in the right pane, select New > DWORD (32-bit) Value, and name it EnableActiveProbing.
- Set the value to 1.
Restart your computer for changes to take effect.

Thank you @Elohi_NR,
The only thing I haven't done yet was "disable fast startup" but I hope it helps. However, I actually think it will just cause the laptop to load longer and so all drivers will be loaded. So it's basically the same thing but just you can't use it in the meantime. Let's see and thank you for the information!
