You can try manually installing the driver before formatting.
1.Extract the contents of driver setup using winrar or 7zip.
2. Goto device manager, right click your device and select update driver software.
3.Select browse my computer for driver software.
4.Select the folder that you extracted and check "Include subfolders" and click next.

I am saying you need to blow your current W7 installation away, reinstall W7, and when you go to install the wireless driver use the ones I posted.
Install the intel chipset installation utility first, restart, graphics second, restart, audio third, restart, wireless, ethernet...
