We've had the exact same thing happen. Also an HP Pavilion 15 on Windows 11.
Edit: suprisingly HP support has helped to resolved the issue.
Initially I plugged in an Ethernet cable and updated Windows. This seemed to make no difference.
Following these steps I resolved the issue, even though I had previously cycled the power a couple of times and restarted for updates.
Power drain will remove static electric charge that could possibly get accumulated in the system board components. It is advisable that you perform this every 3 months
1. Turn off your pc.
2. Disconnect all peripheral devices from the pc.
3. Unplug the charger.
4. Press and hold the power button for 15 seconds.
5. After completing the power reset, plug the AC adapter back into pc.
6. Do not connect any peripherals yet, Turn ON the pc.
7. If you get any prompts, select boot windows normally.
8. After your pc has booted into windows, you can connect back all the peripherals.
Edit #2: did you check that you are put of airplane mode (F12 or fn+F12)?
