Hi Mohsen,
I would suggest you to download the latest WWAN drivers and BIOS firmware from: https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-840-g1-notebook-pc/5405360
As it could be the case that with the recent Windows 10 Update many drivers stop respnding. Try the following steps first:
1. Go to Device Manager on your laptop.
2. Selecet the drivers that are not functioning correctly, in this case the WWAN driver.
3. Open it and see if there are any errors seen that prevent the device from starting up.
4. If you dont see any errors go the the above mentioned link: https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-840-g1-notebook-pc/5405360
5. Download and Install the drivers that are missing (the WWAN driver).
(Check and see if the issue has been resolved if not proceed forward)
6. After the drivers have been installed on your laptop do a hard reset of your laptop.
7. Turn on your laptop and enter BIOS mode.
8. In the BISO config menue, go to the last tab and select someting called "System Config" and see if WWAN services have been enabled or dissabled.
9. Save any BIOS changes and restart your laptop.
(Check and see if the issue has been resolved if not proceed forward)
10. Go back to the BISO menu and do a "hp system diagnostics" of network devices.
(Check and see if the issue has been resolved if not proceed forward)
11. Turn on your laptop normally and check to see if the issue has been resolved, if not open your laptop remove the WWAN card and then do a normal system start up. Then shutdown your laptop and reinstall the WWAN card and start windows again.
If the able steps dont work do perform a HP System diagnostics and save the file to your pc and upload it here such that we can see what the issue could be.
Hope that the above steps work in revolving the WWAN issue.
Kind Regards,
Paul

Hi Mohsen,
Please see if any one of the following situations match:
1. When did you notice that your WWAN card wasnt working anymore and that the 703 error was being shown?
Was it after a Windows Update? For after the Windows 10, April Update many users have reported issues with previously known drivers no-longer working. Do check the build number to see if the latest windows 10 update (BUILD: 1803) was installed on your pc.
2. Have you tried to upgrade or update the firmware of the WWAN card?
If so then what could have happened is that HP's certificates that were installed on the WWAN card could hve been erased hence the bios error during the startup. For if you have tried to upgrate or update the firmware it will only result in a bricked WWAN card that cannot be repaired and the issue can only be solved by getting a replacement WWAN card, that is compactable with HP products and isnt BIOS - Whitelisted.
3. Is it an HP branded genuine WWAN card or a non-HP WWAN card but one that is listed to work on the laptop?
If so it could be that the HP certificates for the WWAN card werent installed and hence the error. Or that a recent Windows update has corropted the driver certificates.

If your product still falls under warenty I would suggest you to file a case at the following website with HP: https://h20566.www2.hp.com/portal/site/hpsc/scm/submitCase
Note: You will be needing your "Warranty ID" this can be seen by installing the following program "HP Support Assistance" and clicking on the warranty tab.
After you have filed a case with them, you can explain your situation and they will most probably send you a new WWAN device from one of their depos close to you.
Note: You will have to send them a copy you bill at the time of purchase of your laptop.
--------------------------------------------------------------------------------------------------------------
An other alternative would be to search for a replacement WWAN card from Ebay or Amazon and where you have conformed that the WWAN card is HP BIOS compactable. In your case you would have to search for a "HP hs3110 HSPA+ Mobile Broadband Module".
As it is the recomended module for your laptop: http://www8.hp.com/h20195/v2/getpdf.aspx/c04123334.pdf?ver=20

Hi Mohsen,
1. Did the start recieving the error after a major Windows 10 update?
If so please do check the build number (1803) of the latest windows 10 update on your laptop as it is known that many drivers get corropted on the latest update and only unistalling them fully from the Device Manager will help resolve the issue.
2. Have you tried to upgrade or update he firmware of the WWAN device?
Updating or Upgrading the WWAN firmware will result in your the WWAN moules HP installed factory certificates being corroupted or errazed (the WWAN module will become bricked), hence the error of 703 will be shown during startup. Where the only way to resolve this issue would be to get a replacement WWAN card that is certified for HP products.
3. Is it a HP OEM WWAN card or a non HP OEM WWAN Card?
For if it is a WWAN Card that is recomended to work for your laptop config but doesnt have the HP driver certificates installed on it the BIOS error of 703 will be shown. Where the only way to resolve this issue would be to get a replacement WWAN card that is certified for HP products.
In this case try and return the product and get your money back. After doing so you can go to ebay or amazon and buy one of the cards that are supported by HP BIOS laptops (you can conform if they work with your laptop by contacting the seller).
4. Do you still have a warrenty on your laptop?
Assuming that your laptop still has a valid guarantee, you can file a case at the following website with HP: https://h20566.www2.hp.com/portal/site/hpsc/scm/submitCase
5. If none of the above work, then the only alternative cheap methord would be to buy a replacement WWAN module.
In your perticular case you will have to search for a "HP hs3110 HSPA+ Mobile Broadband Module" For accouring to the following website this is the only WWAN module which will work on your laptop: http://www8.hp.com/h20195/v2/getpdf.aspx/c04123334.pdf?ver=20.
Do make sure though that the WWAN card is comapactable with HP products by contacting the seller.
